Ararat Asylum by W. H Harrison Construction began in 1859 by the Public Works Department. William Wardell was the Architect of the Georgian styled building. Established in 1861, by 1867 J-ward was designed to house the criminally insane. It was later named Aradale by the community. It housed up to approximately 900 patients at a time. Became a heritage site in 1978. The aim of the new Asylum and Goldfields Gaol was to replace the previously controversial and low standards of the Yarra Bend Lunatic Asylum. It was one of three main institutions being built at the time; Beechworth and Kew were built in a similar grand style which was closely modelled on British institutions. A majority of the early inmates were Chinese miners who were often dubbed 'incurable'. Aradale's administration sought self-sufficiency through gardens tended by patients and the Chinese patients often lacked an understanding in language and differing behavior which resulted in a refusal to work, conflicting with the harmony of the establishment.

A letter sent to NGOs by the department states that people seeking asylum who are currently in hotels will start being "decanted" out of the accommodation as part of a process called Operation Oak. Hotels have formed a major component of the Home Office's solution to coping with the backlog of people waiting for a decision on their asylum claims. There are said to be around 9, 500 in hotels at present. Charities supporting asylum seekers welcomed the planned move out of hotels, which have been the subject of mounting concern over poor conditions and treatment by staff, but said they were worried about a lack of clarity around the standard of housing people would be moved to.
